Code of Conduct for Program Participation
Purpose
The City of Beavercreek Parks, Recreation and Culture Division is committed to delivering recreational experiences that enhance quality of life. This Code of Conduct outlines expectations for all participants, spectators, volunteers, and guests to ensure our programs, facilities, parks, and events are safe, welcoming, and enjoyable for everyone.
Expectations of Participants
All participants and attendees are expected to:
- Abide by all Park Rules outline in Chapter 95 of the City’s codified ordinances.
- Treat others with courtesy, dignity, and respect at all times
- Demonstrate good sportsmanship and positive behavior
- Follow all program rules, facility regulations, posted signage, and staff instructions
- Conduct oneself in a manner that supports a safe, respectful, and family-friendly environment
- Respect personal boundaries, cultural differences, and individual abilities
- Care for parks, facilities, equipment, and natural resources
Prohibited Behaviors
Prohibited Behaviors are consistent with the Parks, Recreation & Culture Division Mission, Vison, and Values, and are intended to align with and reflect the standards established in the City of Beavercreek’s Codified Ordinances. The following behaviors are not permitted in Parks, Recreation and Culture programs, facilities, or events:
- Smoking and vaping within all parks and facilities
- Harassment, bullying, discrimination, or intimidation of any kind
- Engaging in behavior that disrupts peace, safety, or public enjoyment in or near a park.
- Use of Constitutionally unprotected speech within the boundaries of any city park. Such unprotected speech includes obscenity, defamation, fraud, incitement, fighting words, true threats, speech integral to criminal conduct, and child pornography
- Disruptive conduct that interferes with program activities or enjoyment of others
- Possession or use of illegal substances, or alcohol where prohibited
- Theft, vandalism, or misuse of property or equipment
- Failure to follow safety rules or staff directions
- Soliciting others for indecent acts or engaging in lewd or obscene behavior, including public nudity, indecent exposure, displaying or distributing child pornography and/or obscene materials.
Safety and Wellness
- Participants must act in a manner that prioritizes their own safety and the safety of others
- Appropriate attire and equipment must be worn as required by the activity
- Participants should report unsafe conditions, injuries, or concerns to staff immediately
- Individuals who pose a risk to themselves or others may be removed from the activity
Inclusion and Accessibility
The Division is committed to inclusive and accessible programs:
- Discrimination based on race, color, religion, national origin, sex, gender identity, sexual orientation, age, disability, or any other protected status will not be tolerated
- Reasonable accommodations will be made when possible to support participation
- Participants are encouraged to communicate accommodation needs with staff
Participant Responsibility
Participants and guardians (when applicable) are responsible for:
- Understanding and complying with this Code of Conduct
- Ensuring that minors in their care follow all expectations
- Addressing concerns or conflicts respectfully through appropriate channels
Enforcement
Failure to comply with this Code of Conduct will be addressed promptly and consistently to protect the safety, well-being, and enjoyment of all participants. Depending on the nature and severity of the behavior, enforcement actions may include, but are not limited to:
- Verbal warning or written notice
- Immediate removal from an activity, program, event, or facility
- Suspension from current and/or future programs or use of facilities
- Permanent suspension or revocation of privileges from Parks, Recreation and Culture Division programs, facilities, or events
- Contact with parents/guardians, supervisors, law enforcement, or other authorities when warranted
The Division reserves the right to bypass progressive discipline and impose immediate suspension or permanent revocation of participation privileges for serious, repeated, or egregious violations, including behavior that threatens the safety, dignity, or well-being of others.
Acknowledgement
Participation in Parks, Recreation and Culture Division programs constitutes agreement to abide by this Code of Conduct. Together, we can create safe, inclusive, and engaging recreational experiences that enhance quality of life for our entire community.
This Code of Conduct shall be interpreted and applied in a manner consistent with the City of Beavercreek’s Codified Ordinances. Where terminology or conduct standards overlap, the provisions of the Codified Ordinances control. Nothing in this Code is intended to expand, restrict, or supersede any rights or obligations established by law.
